Welcome & Introductions

Teresa called the meeting to order. Attendees introduced themselves and shared their favorite movie of 2016 and why.

A motion was made and seconded to approve the February minutes. Motion carried.

Working Session: By-Laws

The Bylaws have not been reviewed for a couple of years. The first correction to be made was to include the revised mission and new vision statements. The mission statement should read: “Our mission is to leverage community partnerships to prevent and reduce alcohol and other drug use among youth and reduce substance abuse in the community.” The vision statement is: “Inspiring Community Wellness”

A draft of the revised by-laws will be sent to the coalition. The by-laws need to be on the website when the revised version is approved.

Sustainability Committee Update – Social Host Ordinance Project

The Sustainability Committee is using a cost/effectiveness tool to determine next steps with the top four prioritized strategy areas. The tool goes through steps to determine if the strategy being discussed should continue as a part of PFC’s work.

When working on Social Host Ordinances, the committee was not able to determine if the strategy was working. The determination was made that this needs to be known before moving forward with this strategy. Linda Bosma, the evaluator for PFC, submitted a proposal for evaluating social host ordinances. The steering committee approved moving ahead with Linda completing the evaluation of social host ordinances. The project will include interviewing local police chiefs and the city manager/administrator of each of the 9 cities. Linda will work with the sustainability committee to develop interview questions.  The project is expected to be completed by September 2017.

Currently, 7 of 9 cities have an ordinance, with Osseo having an expanded ordinance which means it covers all illicit drugs in addition to alcohol.

One-on-one Interviews

LeeAnn shared information from Linda Bosma, the PFC Evaluator, about progress on the one-on-ones. Congratulations and appreciation go to Teresa Lunt and Grant Smith for both completing the most one-on-ones with 4 each. Thanks to Teresa and Grant!

The cities that have not had anyone interview someone from their city are: Brooklyn Center, Crystal, Golden Valley, and Plymouth.  It would be great to get interviews from people who live or work in these cities. There have been enough interviews completed for the cities of Brooklyn Park, Maple Grove and Osseo. Also, interviews are missing from several categories: Law enforcement, Media, young adults, youth, other and youth serving agencies. The deadline is going to be extended through Thursday, April 13th so if anyone is able to complete additional one-on-ones, that would be great. Please keep LeeAnn updated if you are able to do additional interviews.

Community Partner Sharing
  • Lauren Bul announced a campaign the Poison Center is doing for Poison Control Week –called Educate Before You Medicate. Over 50% of calls were related to medications.
  • #NOverdose is a campaign sponsored by Hennepin County Sheriff. LeeAnn and Shane attended the first coalition meeting.
  • Shane shared that the UMN Law Enforcement recently signed up to use POLD.
