Welcome & Introductions

Teresa called the meeting to order. Attendees introduced themselves and shared the craziest fashion trend they’ve ever rocked. A motion was made and seconded to approve the September minutes. Motion carried.

Social Host Ordinances: Implementation Experiences & Next Steps

Amber opened by asking attendees what a Social Host Ordinance (SHO) is. Shane volunteered to define a SHO, how it is enforced in Osseo, and their experiences amending their city’s SHO to include marijuana and other controlled substances (see ordinance here). Dustin shared a bit of history regarding SHO, including Kevin’s Law (Minnesota Statute 340A.701, increases criminal penalties from a gross misdemeanor to a felony for a person of any age who provides alcohol to someone under 21 if death or great bodily harm results). LeeAnn reminded everyone that SHO is about not providing a location/opportunity for youth to consume alcohol.

Amber shared why the SHO assessment was done (see all slides here). PFC has been active in encouraging our cities to have a SHO and more recently, a SHO that includes marijuana and other controlled substances. Linda continued to share results of the assessment and next steps (see summary handout here). Linda noted that we cannot be certain that the SHO in our cities has led to the decrease in youth alcohol use. A number of assessment participants expressed interest in amending their city’s SHO to include marijuana and other controlled substances. Lindsey asked if Osseo’s current expanded SHO would still apply if MN were to legalize recreational marijuana. Amber shared that one city has seen more underage alcohol and marijuana use at their hotels, not necessarily house parties.

ACTION ITEM: Kel will speak with Sheriff Stanek on a countywide SHO. Amber will begin outreach to cities who currently do not have SHO and provide educational material on the benefits of a SHO (including marijuana and controlled substances). We will organize one-on-one meetings. Shane will confirm current expanded SHO language with city attorney.

2018 Meeting Location Survey – Results

Amber quickly shared survey results. Maple Grove and Osseo were the most convenient meeting location. More than half of respondents said we should pause coalition meetings in the summer months but continue committee work.

Lindsey shared that Robbinsdale and Plymouth are considering changes to their tobacco ordinance. Robbinsdale is considering raising tobacco sales age to 21, restricting the sale of flavored tobacco to adult-only tobacco shops, and setting the minimum price for cigars at $2.60 each. Plymouth is considering raising tobacco sales age to 21.
